In March 1968, he was posted to Takoradi, in Ghana's Western Region, to continue his studies. He graduated in January 1969, and was commissioned as a Pilot Officer, winning the coveted "Speed Bird Trophy" as the best cadet in flying the Su-7 ground attack supersonic jet aircraft as he was skilled in aerobatics. <h3>Military Career</h3> He earned the rank of Flight Lieutenant and in April 1978. During his service with the Ghana Air Force, Rawlings perceived a deterioration in discipline and morale due to corruption in the Supreme Military Council (SMC). As promotion brought him into contact with the privileged classes and their social values, his view of the injustices in society hardened. He was thus regarded with some unease by the SMC. After the 1979 coup, he involved himself with the student community of the University of Ghana, where he developed a more leftist ideology through reading and discussion of social and political ideas. <h3>1979 coup and purges</h3> Rawlings grew discontent with Ignatius Kutu Acheampong's government, which had come to power through a coup in January 1972. Acheampong was accused not only of corruption, but also of maintaining Ghana's dependency on pre-colonial powers that led to economic decline and impoverishment. Rawlings was part of the Free Africa Movement, an underground movement of military officers who wanted to unify Africa through a series of coups. On 15 May 1979, five weeks prior to civilian elections, Rawlings and six other soldiers staged a coup against the government of General Fred Akuffo, but failed and was arrested by the Ghanaian Military. Rawlings was publicly sentenced to death in a General Court Martial and imprisoned, although his statements on the social injustices that motivated his actions won him civilian sympathy, While awaiting execution, Rawlings was sprung from custody on 4 June 1979 by a group of soldiers. Second coup in 1981 Rawlings led a second coup against Limann and indicted the entire political class on 31 December 1981. In place of Limann's People's National Party, Rawlings established the Provisional National Defence Council (PNDC) military junta as the official government. <h3>In 1992 And 1996 Elections</h3> he PNDC used NCD recommendations to establish a committee for the drafting of a new constitution based on past Ghanaian Constitutions, that lifted the ban on political parties in May 1992 after it was approved by referendum. On 3 November 1992, election results compiled by the INEC from 200 constituencies showed that Rawlings' NDC had won 60% of the votes, and had obtained the majority needed to prevent a second round of voting. More specifically, the NDC won 62% in the Brong-Ahafo region, 93% in the Volta region, and majority votes in Upper West, Upper East, Western, Northern, Central, and Greater Accra regions. His opponents Professor Adu Boahen won 31% of the votes, former President Hilla Limann won 6.8%, Kwabena Darko won 2.9%, and Emmanuel Erskine won 1.7%. Voter turnout was 50%. The two major contenders of the 1996 election were Rawlings' NDC, and John Kufuor's Great Alliance, an amalgamation of the New Patriotic Party (NPP) and the People's Convention Party (PCP). The Great Alliance based their platform on ousting Rawlings, and attacked the incumbent government for its poor fiscal policies. However, they were unable to articulate a clear positive message of their own, or plans to change the current economic policy. As Ghana was heavily dependent on international aid, local leaders had minimal impact on the economy. The Electoral Commission reported that Rawlings had won by 57%, with Kufuor obtaining 40% of the vote. Results by district were similar to those in 1992, with the opposition winning the Ashanti Region and some constituencies in Eastern and Greater Accra, and Rawlings winning in his ethnic home, the Volta, and faring well in every other region. The NDC took 134 seats in the Assembly compared to the opposition's 66, and the NPP took 60 seats in the parliament.</div></div>

She also seeks to raise import on taxes to enable people import more, also she would establish a free zone at the port of Tema to attract more businesses.<br /> <br /> This can all be achieved through the use of Ghana's resources such as Gold, cocoa, shea butter and salt. Buying of the finished product of oil is just absurd especially when Ghana is an oil producing country and exports its oil in an unfinished form. Muammar Gaddafi, being her political icon, was of the view that Ghana should be able to rub shoulders with Libya in the production and sale of oil.<br /> <br /> Madam Donkor appealed to Ghanaians to elect a woman as president since a woman has the capacity to transform the developmental process of this country.<br /> <br /> On October 10, 2016, the Ghana Electoral Commission announced it has disqualified Akua Donkor together with 12 other presidential candidates from contesting in the December 7, 2016 election.<br /> <br /> She admitted that her nomination form was freight with errors as pointed out by the EC. A crime is a crime and those in authority must ensure justice is served,” he said.<br /> <br /> Meanwhile, Ambrose Derry, the Interior Minister has assured that the police will expeditiously investigate the murder.<br /> <br /> He said the issue will be treated as a criminal one and the perpetrators will be brought to book. Potable water availability, how much can we spend to provide those items? What about the neighbourhood community? … All those are matters of data. You don’t plan without data; the so-called 40-year plan that was developed under the Mahama administration was to me, nonsense. How do you plan without data?”<br /> <br /> “You don’t have the adequate staff at the local level of the planning authority, which is the district assembly to collect and give you the data. Right Honourable Speaker, Honourable Members of Parliament, today the fifteenth day of November 2018, on the authority of the President of the Republic of Ghana, His Excellency Nana Addo Dankwa Akufo-Addo, I beg to move that this august House approves the Financial Policy of the Government of the Republic of Ghana for the year ending 31st December, 2019.<br /> <br /> 2. Mr. Speaker the  authority of His Excellency the President, and in keeping with the requirement under Article 179 of the 1992 Constitution of the Republic of Ghana, may I respectfully present the Budget Statement and Economic Policies of Government for 2019 to this Honourable House.<br /> <br /> 3. Mr. Speaker, this statement is an abridged version of the 2019 Budget Statement. I would like to request the Hansard Department to capture the entire Budget Statement and Economic Policy.<br /> <br /> 4. I also submit before this august House, the 2018 Annual Report on the Petroleum Funds, in accordance with Section 48 of the Petroleum Revenue Management Act, 2011 (Act 815), as amended.<br /> <br /> 5.   Mr. Speaker, the theme of this year’s budget is “A Stronger Economy, for Jobs and Prosperity”. The budget represents the third of four budget statements of the government.<br /> <br /> It, therefore, offers us an opportunity to take a mid-term review of the performance of the Government in managing the economy and how we intend to accelerate the programme of growing the economy, protecting the vulnerable, and creating jobs and prosperity for the Ghanaian people over the next financial year.<br /> <br /> <br /> 6. I do not take lightly the significance of this moment and opportunity we are granted annually to determine how the precious assets of Ghana – our people, our land, our natural resources and our treasury should be stewarded for national growth and human development.<br /> <br /> 7. Despite the challenges, we approach this process with genuine humility and gratitude to a great God.<br /> <br /> We recognize that while current resources are insufficient to meet every need and every demand of every Ghanaian, there are no limitations on our collective potential, our will and our hope that the sacrifices we make and the seeds we sow today will achieve sustainable results putting Ghana on an irreversible path of enviable empowerment.<br /> <br /> 8. With all the humility I can muster, Mr. Speaker, permit me to say that I am proud to say that the Akufo-Addo government is delivering on this four-year resounding mandate that the people of Ghana has given us.<br /> <br /> This is evident in the impressive strides the nation has made in the past 22 months.<br /> <br /> 9. Mr. Speaker, on behalf of the President, I wish to thank you all, the citizens of this country, for your patience, perseverance, sacrifices, activism and partnership that you have extended to this government.<br /> <br /> So far-reaching and non-partisan has these national sacrifices been, that even now, some members of the Minority in Parliament have decided to lead the campaign for cleaner environment by dumping their gas- guzzling Toyota Land cruisers to ride bicycles to work.<br /> <br /> For example, a former Deputy Minister for Power, during the unforgiving ‘Dumsor’ era under President John Dramani Mahama, was seen two evenings ago riding his bicycle to a luxury furniture shop on the Spintex Road.<br /> <br /> 10. Yes, Mr. Speaker, we have, in the last two budget years,<br /> taken some tough decisions to get the country out of some very rough seas. We are not proud of the fact that there is still hardship in the country.<br /> <br /> But we are comforted by the fact that we have managed to ease the impact of the hardships that the Ghanaian people had been resigned to prior to December 7, 2016.<br /> <br /> We are not there yet. We still have a long way to go in fulfilling the manifest destiny of this blessed land. Indeed, we are being repaid for “the years the locusts have eaten”.<br /> <br /> 11. So, Mr. Speaker, what is, however, clear is that the nation is moving forward under this government and moving forward in the right direction.<br /> <br /> 12.We are now on course to exit the IMF programme by the end of this year. It has been a collective effort by all of us – Government, for exercising the kind of macro-economic competence and discipline that was evidently lacking in the past; and, the people for their patience, understanding, and keeping faith with their government.<br /> <br /> The programme may have had its critics because of the constraints it imposed. But it was a necessary pill because by 2014, the government then had lost its fiscal discipline and had very little choice but to seek the bailout.<br /> <br /> We are grateful to the IMF and are determined to maintain a combination of economic discipline and vibrancy that will ensure that we will not have to be rescued in that manner in the future.<br /> <br /> 13. Mr. Speaker, the philosophy of this government has not been to throw our hands in the air and offer excuses.<br /> <br /> The President, of course, set the standard in his first State of the Nation address. He said: “I was not elected by the overwhelming majority of the Ghanaian people to complain. I was elected to get things done.
